Documents to Request from a Chinese Robot Supplier Before You Pay
Scope. Documents a Gulf buyer can ask a Chinese manufacturer, dealer or exporter for before paying for a delivery, serving or cleaning robot. It covers what each document is for, who issues it, and how to check it. It does not say that any model holds any certificate: our model pages show what each manufacturer publishes and mark everything else not verified . Country rules are summarised from our import guides; follow the links for detail and fees.
1. Why documents come before payment
Gulf authorities ask the importer, not the factory, for most approvals. The UAE’s MoIAT, for example, issues a Certificate of Conformity on the basis of a test report from an accredited laboratory,[source, retrieved 2026-10-05] and telecom regulators in the UAE, Oman and Bahrain ask for radio, EMC and safety test reports and a technical datasheet.[source, retrieved 2026-10-05] [source, retrieved 2026-10-06] [source, retrieved 2026-10-06] These reports can only come from the manufacturer. If you pay first and the reports do not exist or do not match the model, you may be holding a robot you cannot clear or put on a network.
Asking early also feeds the cost lines in our landed-cost worksheet: missing reports mean new testing (line J), and missing battery papers affect freight (line F).

The CE-related papers (an EU declaration of conformity and EU test reports) are useful evidence but are not, on their own, a Gulf approval. We found no official MoIAT statement that a CE mark replaces a UAE Certificate of Conformity.[source, retrieved 2026-10-05]
3. Radio-related documents
Most service robots use Wi-Fi, and some have 4G or other radios (see the wireless row on each model page). Every GCC state has its own telecom regulator: TDRA (UAE), CST (Saudi Arabia), CRA (Qatar), CITRA (Kuwait), TRA (Oman) and TRA (Bahrain). The supplier-side documents they ask for overlap:
- Radio test reports against the standards for each radio in the robot, from an accredited laboratory.[source, retrieved 2026-10-05] [source, retrieved 2026-10-06]
- Declaration of conformity covering safety, EMC and radio.[source, retrieved 2026-10-06]
- Approvals from other countries. Bahrain TRA lists “type approval certificates from other countries” among its documents,[source, retrieved 2026-10-06] and Qatar CRA has a simplified route for equipment already approved by a recognised regulator.[source, retrieved 2026-10-06]
- Frequency declaration (Bahrain).[source, retrieved 2026-10-06]
Ask for these reports for the exact model and radio module you are buying. A report for a different module or an earlier hardware version may not be accepted.
4. Battery documents
UN38.3 test summary. U.S. hazardous-materials rules say every manufacturer and later distributor of lithium cells or batteries “must make a test summary available”, and list what it must contain:[source, retrieved 2026-10-14]
- name and contact details of the cell, battery or product manufacturer;
- name and contact details of the test laboratory;
- a unique test report number and the date of the report;
- a description of the cell or battery: lithium ion or lithium metal, mass, watt-hour rating or lithium content, physical description, and the battery model number (or the product model number);
- the list of tests and results (pass/fail);
- a reference to the edition of the UN Manual of Tests and Criteria used;
- name and title of a responsible person.
The IATA Lithium Battery Guidance Document, based on the 2025–2026 ICAO Technical Instructions and the 67th edition (2026) of the IATA Dangerous Goods Regulations, says the same requirement applies to manufacturers and distributors of equipment with installed batteries, and that “any individual or entity in the supply chain may request the test summary”.[source, retrieved 2026-10-14]
What to check on it: the battery model on the summary matches the battery in the robot (or the robot’s model number is named), and the watt-hour rating matches the figure in the datasheet or on the battery label.
Safety data sheet. The U.S. hazard communication standard sets out a 16-section format consistent with the UN GHS, with section 14 for transport information and section 16 for the date of preparation or last revision.[source, retrieved 2026-10-14] Check the revision date and that the battery chemistry matches the test summary.
Shipping rules for robots with lithium batteries (UN numbers, packing, air versus sea) are a separate topic; see the battery rows on our model pages, for example KEENON T9 and KLEENBOT C55.
5. Country-specific extras
| Country | Supplier-side documents linked to national schemes | Our guide |
|---|---|---|
| UAE | Accredited-laboratory test report for the MoIAT Certificate of Conformity; for low-voltage products MoIAT’s sheet lists IEC CB reports and certificates, rating-plate photos and an Arabic/English manual[source, retrieved 2026-10-05] | UAE |
| Saudi Arabia | Product registration and a Product Conformity Certificate or Self-Declaration on SABER, then a shipment certificate for each consignment (SASO, from 1 October 2025)[source, retrieved 2026-10-05] [source, retrieved 2026-10-05] | Saudi Arabia |
| Qatar | Technical construction file with test reports, declaration of conformity and technical documentation for CRA type approval[source, retrieved 2026-10-06] | Qatar |
| Kuwait | Technical specifications and the original invoice for CITRA customs release[source, retrieved 2026-10-06] | Kuwait |
| Oman | Manufacturer’s declaration of conformity and test reports for the low-voltage import permit and TRA type approval[source, retrieved 2026-10-06] [source, retrieved 2026-10-06] | Oman |
| Bahrain | GCC type examination certificate per imported type and an Importer’s Declaration of Conformity for regulated electrical appliances[source, retrieved 2026-10-06] | Bahrain |
For products under the Gulf low-voltage technical regulation, the importer draws up the Importer Declaration of Conformity and makes sure the product carries the G-mark,[source, retrieved 2026-10-06] but the evidence behind it comes from the manufacturer’s test reports. Whether a given service robot falls under that regulation is not verified ; see the GCC overview.
6. How to check a document is genuine
- EU declaration of conformity. EU rules set the content: a product identification, the manufacturer’s name and address, a statement that it “is issued under the sole responsibility of the manufacturer”, the object of the declaration, the EU legislation it conforms to, the harmonised standards or other specifications used, the notified body where applicable, and a signature with place and date.[source, retrieved 2026-10-14] The EU’s Blue Guide calls it “the document that states that the product satisfies all the relevant requirements of the applicable legislation” and says the manufacturer assumes responsibility by signing it.[source, retrieved 2026-10-14] Check that the model, the manufacturer’s name and the standards match the test reports.
- Notified body numbers. If a declaration names a notified body, the Blue Guide says notified bodies are published on the European Commission’s NANDO database.[source, retrieved 2026-10-14] Look up the number and check the body is notified for the directive named. A “certificate” from a body that is not listed, for a product where EU law needs no notified body, is not an EU approval.
- CE marking. The Blue Guide says CE marking “indicates that a product is declared by the manufacturer as in conformity” and “is not a marketing tool”.[source, retrieved 2026-10-14]
- Laboratory accreditation. Gulf regulators ask for test reports from accredited (TDRA and Oman TRA: ILAC-accredited) laboratories.[source, retrieved 2026-10-05] ILAC publishes a search of the accreditation bodies that have signed its arrangement.[source, retrieved 2026-10-14] China’s national accreditation body is CNAS.[source, retrieved 2026-10-14] Check that the laboratory on the report is accredited by such a body for the standards tested. Whether CNAS’s public search covers every laboratory is not verified .
- IEC CB certificates. Verification through the IECEE online certificate search: not verified (the site did not open from our server on 2026-10-14).
- Certificate of origin. China Customs’ E-government Platform for the Origin of China’s Exports takes a certificate number, exporter, invoice number, HS code, destination, place and date of issue.[source, retrieved 2026-10-14] For certificates issued by the China Council for the Promotion of International Trade (CCPIT), CCPIT’s own instructions point to check.ecoccpit.net;[source, retrieved 2026-10-14] that page did not open from our server, so we read it through a search index.
- G-mark. GSO runs a conformity tracking system for Gulf conformity certificates.[source, retrieved 2026-10-06]
- UN38.3 summary. It must name the test laboratory with contact details and a unique report number,[source, retrieved 2026-10-14] so you can ask the laboratory to confirm the report.
7. What a missing document means
- No test reports for the model. Plan for new testing before you can apply for conformity or type approval, and add it to your timeline and line J of the worksheet.
- Test reports for a different model, module or hardware version. Ask the manufacturer whether the differences affect the report. Regulators assess the equipment you import.
- No UN38.3 summary. A forwarder or carrier can ask for it at any time,[source, retrieved 2026-10-14] so freight booking may stall.
- Only a CE mark, no reports. A mark alone gives a Gulf authority nothing to assess.
- No manual in Arabic. For UAE low-voltage products MoIAT’s sheet asks for an Arabic/English manual.[source, retrieved 2026-10-05]
A missing document is not proof that a product is non-compliant. It means you cannot show compliance yet.
8. What we could not confirm
- Whether a given delivery, serving or cleaning robot falls under the Gulf low-voltage regulation or a national technical regulation in each state.
- How to verify IEC CB certificates online (IECEE site not reachable from our server).
- Whether CNAS’s public search lists every accredited Chinese laboratory.
- Whether Gulf carriers and ports insist on a battery SDS in addition to the UN38.3 summary.
- A Saudi CST list of supplier documents for radio approval (see the Saudi guide).
